Health Systems Strengthening (HSS) Unit




Health Systems Trust wishes to appoint a Regional Monitoring and Evaluation (M and E) Officer to support the monitoring and evaluation system for the CDC District Support (SA SURE) Project, the aim which is to strengthen local capacity in the provision of sustainable HIV-; and TB-related care and treatment in the Free State Province: Lejweleputswa district.

This is a fixed-term contract position, renewable based on availability of funding.

The successful candidate will be expected to:

  • Build and maintain partnerships with all stakeholders, including provincial and district Department of Health (DoH) staff, non-governmental organisations (NGOs), community bodies and civil society groups;
  • Build the M and E capacity of the project team with a special focus on M and E officers and data capturers, ensure direct support and technical assistance to the DoH for optimal utilisation of National information systems, accurate reporting (results reported matching results in source documents) and the use of information through ongoing  planning and monitoring programme performance and, performance against DoH and CDC targets, e.g. 90-90-90 and PEPFAR indicators ;
  • Support the development and implementation of project workplans with measurable outputs to ensure timeous achievement of the project deliverables; and
  • Ensure submission of good quality quantitative funder reports and contribute to narrative reports timeously.




  • A university degree in a public health-related field is essential.
  • A Master's degree would be advantageous.
  • Formal training in Monitoring and Evaluation is essential.​


  • At least five years' experience in managing health-related data is essential, including data verification and quality assurance (a background in HIV and AIDS programme data will be an advantage).
  • Background in research and/or an information management field.
  • Experience in compiling donor reports.
  • Experience in developing training manuals and facilitating learning-orientated M and E training.
  • Experience in the application of MERL approaches (including quantitative, qualitative and participatory).
  • Experience in developing knowledge management systems will be desirable.
  • Management experience will be desirable.
  • Extensive knowledge of HIV prevention, treatment, care and support programmes.
  • A valid driver's licence and willingness to travel extensively is essential.
  • Time-consciousness, self-motivation and a results-driven approach are essential.
  • Ability to work as part of a team and independently.
  • Ability to use personal initiative towards achieving the programme goals.



A salary package commensurate with the successful candidate's experience and qualifications and in line with HST's Job Grading System will be offered.
