Mr Aziz Kader brings deep experience in strategy, marketing, operations management and risk management in a number of industries and institutions in locations across Southern Africa. He has worked as senior management in insurance and actuarial consulting, and served as a non-executive director with Glenrand MIB Employee Benefits Company. He has managed a consulting firm operating widely in the South African market and served many international clients. He has a Bachelor's degree in Biochemistry and Chemistry from the University of Cape Town, and an MBA from the University of Cape Town's Graduate School of Business.

Prof. Esther Kibuuka-Sebitosi holds a PhD, an MBA (Open University UK/UNISA), an MSc, and a BSc (Hons) and is based at the University of South Africa's Institute for African Renaissance Studies where she is responsible for lecturing Master's and PhD students. Her focus areas include public health, gender and HIV and AIDS, sustainable development, food security and indigenous knowledge systems. Prof. Kubuuka-Sebitosi's active involvement in projects globally and in Kenya, Ethiopia and South Africa, as well as her previous work in Uganda, together with her training and experience in formal education, are highly valuable for HST's expansion into accredited training activities and southern African regional involvement.

Mr Thulani Masilela is based in the Presidency in the Republic of South Africa focusing on health. As a qualified clinical psychologist, Mr Masilela has previously worked in the South African National Department of Health and in the non-governmental sector focusing on the health sector. His previous roles have included developing community-based mental health programmes; supporting the development of the District Health System; providing national leadership in planning and policy development, as well as strengthening health information management, monitoring and evaluation and health systems research.

Ms Wendy Matthews is a financial management consultant. She has a BA in Sociology from the University of the Witwatersrand and a B.Compt Hons from UNISA. She has over 25 years' experience in financial management in the development sector. Since completing her articles in 1992, she has held the positions of Audit Manager for Douglas & Velcich, Financial Manager for the Urban Sector Network, and Chief Financial Officer for Mvula Trust.

Dr Flavia Senkubuge is a medical doctor specialising in public health medicine. She is the Vice-President of the African Federation of Public Health Associations and senior lecturer of Health Policy and Management at the School of Health Systems and Public Health, University of Pretoria. Her interests lie in global health diplomacy, health policy and management, leadership, tobacco control and the social determinants of health.


After seven years as a Deputy Director-General in KwaZulu-Natal's Department of Health, Ms Edith Skweyiya served as Deputy City Manager of eThekwini Municipality until her retirement. Ms Skweyiya's wide-ranging experience include hands-on health care, community involvement in HIV and AIDS and poverty alleviation initiatives, and her current contribution entails serving the country's aged. She was a member of the University of KwaZulu-Natal's Senate, a founder member of the Democratic Nurses Organisation of South Africa, and Chairperson of the Progressive Primary Health Care Network.

Ms Francisca Teressa Duduzile Nzama (commonly known as Zethu), holds a BA in Law from the University of Cape Town and an LLB from the former University of Natal, and has gained 13 years’ experience as an admitted attorney. She is Executive Director of FZ Nzama Attorneys.

Ms Mandisa Hela is a pharmacist with a Master’s degree in Public Health from the University of Hawaii and a Postgraduate Diploma in Health Management from the University of Cape Town. Having retired as Registrar of the Medicines Control Council, she offers extensive experience in pharmaceutical policy at provincial and national levels, and in medicines regulation. She is currently a member of the Medicines Control Council.

Dr Unati Mahlati is a qualified and experienced public health specialist and medical practitioner. She holds a MBChB (University of Natal); MMed Public Health (University of Cape Town), and FCPHM (SA Colleges of Medicine).  Dr Mahlati has a track record of demonstrated accomplishments in the development and implementation of health policies and programmes within a diverse range of organisations in the public and private healthcare sectors in South Africa. She has worked as a clinician, technical advisor and manager in public health programmes, notably the HIV, AIDS, STI and TB programme in the Western Cape Department of Health. She has spent the last eight years in senior management and leadership roles in corporate organisations in the managed health care environment. She is passionate about social justice and health systems reform.

Dr Dumani Kula has an MBChB and a Master’s degree in Business Administration, and offers 17 years of professional experience spanning the public and private sectors, local and international enterprises, as well as clinical and executive management roles. Currently serving as Deputy CEO at Clinix Health Group, Dr Kula was formerly the senior executive overseeing health expenditure at Discovery Health. Leading a team of doctors, pharmacists, nurses, actuaries, statisticians and other allied health professionals, he was responsible for provider contracting, the managed care strategy, clinical policy and health economics, risk intelligence, and business intelligence. Dr Kula serves on the boards of the Witkoppen Health and Welfare Centre, Montrose Primary School, and Kingdom Development Initiative, and is an author and motivational speaker.

Dr Themba Moeti is the current Chief Executive Officer of Health Systems Trust.  He serves as a member of the Advisory Board for the University of the Witwatersrand Centre for Rural Health, and of the National HIV Think Tank co-ordinated by the National Department of Health. Dr Moeti has previously served as a member of the Task Team for the Global Health Thematic Consultation on Health in the post-2015 Development Agenda.​​

David Sanders, Emeritus Professor and founding Director of the School of Public Health at the University of the Western Cape, South Africa, is a paediatrician qualified also in Public Health. He has over 35 years' experience of health policy and programme development, research and teaching in Zimbabwe and South Africa, having advised governments and UN agencies and published extensively on primary health care (PHC), child health and nutrition, and health human resources, including three books on global health and Primary Health Care. He is an Honorary Professor in Paediatrics and Child Health, University of Cape Town and in the School of Medicine, Flinders University, Australia; and Visiting Professor at the Centre for International Health at the University of Bergen, Norway.
