Press Release HEALTH SYSTEMS TRUST RELEASES FINDINGS OF ITS LATEST PUBLICATIONS Health Systems Trust released the findings of two of its most prominent publications, the District Health Barometer (DHB) and the South African Health Review (SAHR).

As in other countries, South Africa’s healthcare system comprises a network of health facilities providing primary health care, supported by several higher levels of care. Information on individual facilities allows analysis and reflection on how the country’s health services inputs meet the population’s needs in terms of the type, quantity and quality of the services. This information is essential to identify health system strengths and gaps, to assess current and future needs and for planning investments and future services such as the National Health Insurance.

HST strives to be highly responsive and relevant to policymakers and other key stakeholders. As part of HST’s commitment to prioritising early and widespread dissemination of its health systems and policy research findings, HST has launched the HST HSR Snapshot series. The February 2013 (Volume 1, Issue 1) is the first snapshot to be produced and details the findings of a study which forms part of a larger research project aimed at developing a toolkit to assist with assessing the managerial and public health competencies of facility and sub-district level health care workers.

In concluding our 2011/2012 financial year, HST looks back on a very inspiring and successful twelve months. Inspiring because this was the year during which we celebrated 20 years of excellence in the area of health systems strengthening with exuberance and with continued service to our client communities. Successful because we added two large projects to our already impressive portfolio that allow us to further entrench our significant contribution to health systems strengthening in southern Africa.

In December 2010 Health Systems Trust (HST) received funding from Atlantic Philanthropies to strengthen district and sub-district management teams’ capacity to plan, allocate and utilise the available resources efficiently, to monitor and evaluate the delivery of services and, finally, to pilot PHC re-engineering. Up to half a million African babies die on the day they are born, and every year 1.16 million babies die in the first month of life while another one million babies are stillborn. In addition, about 250 000 women die of pregnancy-related causes every year in Africa. The majority of these deaths are preventable. However due to factors such as critical shortage of health professionals and essential materials and infrastructure, ineffective intervention programmes as well as the impact of the HIV and AIDS epidemic, the Africa continent continues to lose millions of babies and mothers every year. Hence, there is a need to strengthen the health systems in many African countries through effective maternal and child health (MCH) intervention programmes.

Health system strengthening is a key objective in both the Negotiated Service Delivery Agreement and the Re-engineered Primary Health Care approach. Effective utilisation of routine data is crucial for improving the effectiveness of service delivery as well as for improvement of health information systems. There remains considerable scope for improved utilisation of routine data for quality improvement.

The SAHR 2011 provides valuable policy and empirical information on a range of issues that are related to and impact on the Negotiated Service Delivery Agreement and primary health care re-engineering as envisaged by the National Department of Health (NDoH). A range of experts provide commentary on topics ranging from rural health, health technology to human resources. SAHR 2011 also contains a section on core health issues, where developments in health information systems, financing health care, and health legislation and policy are discussed. The Review concludes with the Indicators chapter which presents a selection of the best available data on the functioning and performance of the health system.

Community Health Workers - A Brief Description of the HST Experience

A Community Health Worker (CHW) may be defined as any health worker delivering health care services and who is trained in the context of the intervention but has no formal professional, certificated or degreed tertiary education.
