Interim Findings on the national PMTCT Pilot Sites

This report primarily describes the process, progress and extent of service implementation in the 18 pilot PMTCT sites, so as to help improve the effectiveness and efficiency of PMTCT services and inform any planned expansion of the programme. Data and information is based on discussions and interviews with managers, coordinators and clinicians site visits routine statistics document reviews and attendance of national PMTCT steering committee meetings. The report does not provide data on the impact of the programme on HIV transmission or health outcomes, mainly because the programme is still too young for this. At present, some (but not all) municipalities provide health services. There is considerable diversity between municipalities in relation to the range and extent of health service provision. Historically, local government health services have been restricted largely to the provision of preventive, promotive and rehabilitative primary care services, with particular emphasis on communicable disease control and environmental health. The demarcation of the municipal boundaries, and the local government elections in the year 2000, signaled a critical step towards achieving this goal.

At the end of 1999,Professor Marian Jacobs, then Chairperson of the Board of Trustees, completed her full tenure as a Board member, along with Mr Trevor Fowler, then, Vice Chairperson. On the one hand, this represents a loss to the organisation of hardworking colleagues on the Board, but on the other, it is a demonstration of growth by the Health Systems Trust in a changing environment. I have accepted the challenge of being chairperson, aware of the enormous responsibilities that lie ahead. I am however convinced that with my colleagues and the staff of the HST pulling together, we will maintain (and enhance) the status of the HST as a force positively contributing to health sector development in South Africa.

The care and management of patients with STDs is inadequate in South Africa. The endemicity of STDs, and the synergy between STDs and HIV, makes rectification of this situation urgent. To improve and sustain the quality of STD care delivery at primary care level, it is essential that district managers are given a method of obtaining quality of care information at regular intervals.

HealthLink electronic information resources catalogue

There is an ubundance of health information in South Africa. Information providers such as medical libraries, statutory councils, university departments, government and non-government organisations have a wealth of information. However health workers, particularly those in rural areas, are often remote from these information sources. Consequently, health workers still find difficulty in understanding developments in health care, making clinical and management decisions or building intersectoral partnerships.

International experience has shown that CHWs can make a valuable contribution to improving basic health status in poor communities. However, the nature of their role in South Africa's Primary Health Care (PHC) system has yet to be defined. The development of CHW programmes will be facilitated by the move towards a district-based health system (DHS). However, the message from other countries is that there must be clarity on the status and role of these front-line health workers for them to achieve their full potential.

An evaluation report of the Primary School Nutrition Programme (PSNP) will he handed to the Ministry of Health in a press conference to be held at the Department of Health, Room 1127, 120 Plein Str, Cape Town, at 13h00, Tuesday 9 September 1997. The PSNP was introduced as one of the Presidential Lead Projects of the Reconstruction and Development Programme in 1994. The evaluation was based on a national collaborative effort by a number of research institutions using a multi-disciplinary framework.

Community health workers in South Africa - Information for Provincial Policy Makers

The Reconstruction and Development Programme (RDP) states that the PHC system must encourage the training, use and support of CHWs as cost-effective additional or alternative personnel. Supporters of this view are frustrated by the uneven development of CHW initiatives in different provinces and the fact that there is still no clear national policy direction on their role.
Health care in the Northern Cape: implications for planning 1996

The report is intended for health managers in the Northern Cape Province managers at provincial level but especially for regional managers as the information is set out in a format which defines and compares the resources and services of the six regions. The information was obtained from ReHMIS (Regional Health Management Information System) by the Northen Cape ReHMIS team. Some additional sources of information were also used. Data was collected from all public (provincial and local authority) health facilities on the basis of standardised national definitions.
Designing an evaluation of the primary school nutrition programme

The process was facilitated by the participation of Barry Popkin, Professor of Nutrition (and also an economist) of the University of North Carolina at Chapel Hill. His wide experience in nutrition, both in the United States and a wide range of other lower and middle income countries, and involvement in evaluation of school feeding proved extremely valuable in design structure and content.
