AIDS care

The National Department of Health funded (Tender NDOH28/2004-2005) the training project on monitoring and evaluation aspects of the Comprehensive HIV and AIDS Plan. This training manual was developed for the National Department of Health. Compilation of this manual was based on the Department of Healths documents - Data Flow and Data Management Protocol, Monitoring and Evaluation Framework, Technical Notes: Indicators and Definitions, National Antiretroviral Treatment Guidelines and the Operational Plan for Comprehensive HIV and AIDS Care, Management and Treatment for South Africa - by a team consisting of members from Health Systems Trust (HST) and the Health Information Systems Programme (HISP).

Between late 1999 and the year 2000, various operational research projects, primarily investigating the integration of highly active antiretroviral therapy (HAART) with public sector services, were started at different levels of care within the public health sector. Following the initial work on operational research the expansion of HAART provision was delayed by the absence of a national treatment plan.

In an attempt to deal with impacts, it is now common practice for health care facilities to ration services to people with HIV. Much of the burden of HIV care in developing countries is now falling onto households and communities.
