It is important that policies and strategies towards equity in service provision are measured in terms of their impact on health service delivery. This would begin to demonstrate the practical impact of health reform. In an attempt to measure in part the progress (or lack of progress) towards equity one step would be to measure in part the quality of service provision at the community (primary care) level. This would give an overview of the disparities between as well as in provinces, and between rural, urban and peri-urban parts of the country.

Learning to Work Together: Lessons from All Spheres

The purpose of the study was to audit EPWP type of work opportunities in the social sectors (Health, Education, Welfare) and to carry out an institutional needs analysis of the social departments regards mainstreaming of the EPWP.

The main scope of study envisaged: Reviewing the initiatives of the social sector departments analyzing how departmental structures should be realigned to achieve increased service delivery and estimating the cost and social benefit of existing and new work opportunities.

Financial Management: An Overview and Field Guide for District Management Teams

It aims to provide a framework for approaching the financial management cycle and to operate within the regulatory framework.The idea to develop an Overview and Guide for District Health Managers on Financial Management arose after a range of capacity building initiatives had been conducted in several districts across South Africa. During these initiatives it became clear that districts had common problems with regard to financial management.

Management of District Hospitals: Exploring Success

Interviews were conducted with senior staff (or former staff), hospital management members and district management members of 4 hospitals in 2 very different rural districts, one in KwaZuluNatal and one in North West province. These hospitals were chosen because they were thought to be functioning relatively well. The purpose was to understand some of the factors contributing to their relative success, in order to share lessons learnt with other institutions.

The Utilisation of Health Management Information in Mpumalanga Province

Health managers define their health information needs as both internal and external. This finding refutes the general impression that health managers are not aware of their information needs. The quality of health management information is described as inaccurate, incomplete and inadequate in informing all the decisions. In particular, routine data and level of aggregation appear to be a constraint in complex decision-making processes.

Management Teams rely on good information to support strategic planning. Various forms of situation analyses are used to describe and analyse the prevailing situation. The Gordonia Hospital Management and the Initiative for Sub-District Support conducted a situation analysis of the functioning of the hospital in July 1999. Focus areas requiring in-depth analysis were identified during the situation analysis.
