Strengthening the Global Movement for Monitoring Equity

With a view to supporting the achievement of the vision of integrated systems for monitoring equity in health, a meeting in Chile in 1999 suggested that efforts should be made to facilitate the development of equity monitoring projects in a number of countries as demonstration sites. To this end a meeting is to be held in South Africa from the 17th to 20th August 2000 to promote the development of country level equity monitoring projects. The Health Systems Trust (HST), supported by the Rockefeller Foundation and the Kaiser Family Foundation, will host the meeting. The broad aim of the meeting is to encourage the establishment of a number of demonstration country-level monitoring efforts.

In November 1999 a group of technical experts and practitioners met in Chile with the aim of taking forward the research and policy agenda for monitoring equity in health. The vision emanating from the Chile meeting is that:

“By the year 2015 every country should have an integrated system for monitoring health inequities that informs, monitors and evaluates health and other socio-economic policies. The systems would be responsive to the national or local contexts in terms of priority indicators to be monitored and strengthened by access to a common global fund of knowledge and technical expertise.”

Objectives
The meeting will endeavour to provide an opportunity for:

  • Sharing of information between participants, and between various equity monitoring initiatives
  • Strengthening participants expertise and knowledge for monitoring equity
  • Laying the foundations for country monitoring activities 
  • Identification of support needs of individuals and countries to be involved as demonstration sites 
  • Identification of next steps to be taken at country level and more broadly following from the meeting

Criteria for participation at the meeting

Representatives will be invited from countries where:

  • There is a commitment to combat health inequity (even if the country has little or weak information);
  • There are groups committed to collecting data and ensuring that this data is made accessible to policymakers/implementers at a municipal, regional or national level;
  • Groups organised around specific issues already exist (e.g. Malaysia Health Citizen’s Initiative, organised around privatisation of hospitals).

Country Teams

Representation is likely to vary from country to country depending upon whether the equity monitoring effort is targeting the national, regional or municipal level, as well as which stakeholders would be the most effective in promoting health equity. Thus for some countries there may be representation from a national department of health and national legislators, for others it may be an NGO and national and regional legislators, and for yet another the team could comprise an NGO and local municipal councillors. 

Call for Proposals

This is a call for countries/organisations interested in participating in this meeting to submit a proposal. The proposals should focus on the development of equity monitoring projects at country, region or city level. In the case of countries where some work has already taken place the paper should outline: any preparatory or ongoing work, including the scope of the work (is it national, regional or city wide); who are the partners/stakeholders; aspects of equity which are being monitored; problems experienced; and plans for future development of the work. In countries where no work has yet taken place the proposal should detail the scope of the project envisaged including the organisations to be involved and the aspects of equity to be monitored.
