Health MEC probes AIDS NGO
The Star 2000-11-02
Mpumalanga MEC Sibongile Manana has ordered a probe into operations of the Mpumalanga Project Support Association (MPSA). This comes a mere two weeks after Manana ordered the Greater Nelspruit Rape Intervention Project (Grip) to leave the Rob Ferreira Hospital in Nelspruit, and suspended the district health manager for her involvement with Grip.
Mpumalanga MEC Sibongile Manana has ordered a probe into operations of the Mpumalanga Project Support Association
(MPSA). This comes a mere two weeks after Manana ordered the Greater Nelspruit Rape Intervention Project
(Grip) to leave the Rob Ferreira Hospital in Nelspruit, and suspended the district health manager for her involvement
with Grip.
Manana has since been forced to allow Grip to return to the hospital, but at a meeting held on
30/10 she said she was not prepared to let the NGO dispense AZT or 3TC in the hospital.
For the past four years, Mpumalanga has been at the forefront of piloting and implementing innovative projects
to distribute condoms, treat sexually transmitted infections and care for those infected and affected by HIV.
But all these gains are in danger of being nullified should Manana decide to stop MPSA operations.
Manana would only confirm this week that the Departmental Labour Relations Section was investigating the role of health department
officials in the MPSA. Sources said she had withdrawn all departmental staff from prevention and
care activities through the MPSA, even though the projects are prioritised in the National AIDS Plan.
Manana's investigation was apparently trying to establish who gave permission for the MPSA's establishment in 1998.
The MPSA was formed with the help of the National AIDS Directorate and senior health officials in the Mpumalanga health department.
It currently supports community-based education projects, orphan care projects and youth education projects.
