The HIV/AIDS Program Associates primary responsibility is to support the implementation and integration of HIV/AIDS services at district level. He/She works closely with the District HIV/AIDS Coordinator and the HIV/AIDS/STI/TB (HAST) committee at the district level to monitor and evaluate all district-based HIV/AIDS initiatives.

Assignment: Integrated Primary Health Project (TASC II), South Africa

Specific Responsibilities

Co-ordination of clinical facets of HIV/AIDS

  1. Monitor and support HIV/AIDS programmes at district/clinic level.
  2. Assist the District HIV/AIDS Coordinators and HAST Committee to monitor and evaluate HIV/AIDS/STI/TB programmes.
  3. Support training initiatives for clinical management of HIV/AIDS (for both professional and non professional health care providers).

Implementation of District-based HIV/AIDS services

  1. Support the DOH in the implementation of HIV/AIDS services with special emphasis on VCT, PMTCT, Basic Care and Support, and ARV services in the agreed upon districts.
  2. Assist District HIV/AIDS Coordinators in developing district based HIV/AIDS plans based on provincial plans and district needs.
  3. Support District HIV/AIDS Coordinators in the use of information for planning and decision making for HIV/AIDS services.
  4. Support the districts in implementing the national comprehensive plan for HIV and AIDS.
  5. Support districts in integration of HIV/AIDS services into PHC services with special emphasis on STI, TB and FP.
  6. Support districts in interacting with community structures (developing and strengthening community based programmes) for HIV/AIDS services.
  7. Perform other duties as assigned.

Qualifications

  1. Nurse or other public health specialist with at least five years experience in primary health care at all levels.
  2. Extensive knowledge of all aspects of the HIV/AIDS epidemic.
  3. Ability to work in a team environment.
  4. Excellent communication skills.
  5. Solid training skills.
  6. Demonstrated computer skills at the intermediate level in Microsoft Office Suite applications, including Word, Excel, PowerPoint, and Outlook.
  7. Fluency in English, including speaking, understanding, and reading, with the ability to conduct business in English proficiency in local languages preferred.
  8. Able to spend 80% of his/her time in the districts.
  9. Driver's license required.
