The HIV & AIDS Advisor will provide the overall strategic framework for HIV & AIDS for the IPHC Project. She/He will provide technical support, guidance and leadership to the project for HIV & AIDS and related activities thus enhancing MSH profile as a leader in the field of HIV & AIDS. She/He will be responsible for supporting the Limpopo Province with the implementation and integration of HIV/AIDS services at provincial, district and facility levels. He/She works closely with the District HIV/AIDS Coordinator and the HIV/AIDS/STI/TB (HAST) committee at the district level to monitor and evaluate all district-based HIV/AIDS initiatives.

Location: South Africa-Pretoria and Limpopo
Assignment: Integrated Primary Health Project (TASC II), South Africa

Specific Responsibilities

Management and Leadership

  1. Provide guidance, leadership and support to other members of the IPHC staff on HIV & AIDS and related activities
  2. Provide overall guidance, management, supervision and technical support to the HIV & AIDS cluster.
  3. Provide management and leadership support to the Chief of Party as part of the project management team.
  4. Mentor other members of the HIV & AIDS cluster.
  5. Provide overall guidance at both provincial and district level in developing their HIV & AIDS/STI/TB strategic plan and operational plans.

Technical and Strategic Support

  1. Lead the development of HIV & AIDS strategy for the project.
  2. Develop work plans for the HIV & AIDS cluster
  3. Contribute to the development of the Country Operation Plan for PEPFAR Initiative for South Africa
  4. Develop project work plans for the PEPFAR funding and monitor project output for the PEPFAR work plans.
  5. Develop capacity of Provincial and District managers to implement the national HIV and AIDS Comprehensive Plan
  6. Assist identified sites in designated provinces to meet accreditation requirements for the Comprehensive Plan.
  7. Assist one district in developing and establishing a best practice model for paediatric HIV and AIDS care.
  8. Assist one district in developing and establishing a best practice model for HIV, AIDS and TB care.
  9. Provide overall guidance for the integration of HIV and AIDS programmes into routine PHC services.
  10. Facilitate integration of government programs for HIV & AIDS/STI/TB with community based initiatives by strengthening existing networks and establishing new networks.
  11. Facilitate integration of HIV and AIDS with other IPHC programs like Maternal, Child and Women's Health,.
  12. Increase VCT uptake at Ante Natal Care level, and strengthen the PMTCT program at facility level, including Paediatric HIV and AIDS
  13. Ensure strong emphasis on HIV and ,AIDS in the Youth and OVC programs
  14. Implement any other duties as requested by the Chief of Party

Qualifications

  1. Post-graduate degree in discipline related to health or professional degree in a health related field required with extensive field experience with managing HIV & AIDS programs in resource-poor settings.
  2. Proven ability to relate effectively to senior level policy makers and to work effectively in the area of HIV & AIDS.
  3. Minimum of 10 years experience managing HIV & AIDS programs preferred
  4. Ability to work in a team environment
  5. Excellent communication skills
  6. Computer skill, which includes the use of spreadsheet and reporting software packages
  7. Able to travel at least 50% of time in country
  8. Driver's license required.
