Call for applicants: Commissioned paper on A review of incentives for retention of health workers in east and southern Africa

The Regional Network for Equity in Health in east and southern Africa (EQUINET) promotes policies for equity in health and supports research, training, analysis and dialogue to strengthen knowledge and to support policy engagement on the implementation of comprehensive, universal, national health systems in the region, centred on the role of the people and of the public sector. EQUINET through HST and University of Namibia and in co-operation with ECSA is implementing in east and southern Africa research, capacity building and programme support for the retention of health workers and for management of out- migration of health personnel. One component of this will be support for country programmes to monitor, evaluate and manage incentives for retention of health workers, particularly non financial incentives.

To support this programme of work and inform the analytic framework and methods for follow up monitoring and research, EQUINET is commissioning a detailed review and critical analysis of literature and secondary evidence on Non financial incentives for retention of health in east and southern Africa (ESA).

The paper will present a critical review of available evidence on all non financial incentives for retention within ESA, including

  • Training and career path related measures
  • Incentives to address social needs such as transport, housing, child education, electricity, community support
  • Working conditions, health worker health and access to ART
  • HR and personnel management systems
  • Their relationship to Salary top ups and allowances

The paper will present available evidence on non financial incentives in terms of the:

  • Aims, design, implementation, time frame as applied to different categories of health workers or levels of the health system, and trade offs for different choices on incentives
  • The sources and methods of financing incentives and their sustainability
  • Institutional, legal and other measures for introduction and management of incentives
  • Methods and mechanisms for monitoring implementation and evaluating impact of incentives
  • Success factors in the design of incentives and institutional mechanisms for strategic planning, implementation and responsiveness to monitoring.

The paper will make clear the nature of the evidence base used in the review, and how/why evidence was identified and selected.

The expressions of interest received will be reviewed and successful applicant(s) notified by mid November 2006. A draft paper will be expected in January 2007 and a final paper in March 2007. The author will be invited to a regional meeting on retention and migration of health workers to be held in February / March 2007 in the region. A grant of US 7 500 will be given for the production of the paper.

This is an open call. Applications should be emailed to be received by 5pm November 3 2006 and must include

  • A concept note outlining the evidence base to be used for the paper and exemplifying areas of more detailed analytic evidence to be presented, including any specific country experiences
  • A CV and contact information including email that makes clear the applicants experiences and skills of relevance to this work including publications that the applicant has produced in an area related to that of the commissioned paper
  • A sample of a paper written by the applicant in an area closely related to that of the commissioned paper.

Applications should be sent by November 3 to both EQUINET secretariat (admin@equinetafrica.org) and to University of Namibia (siipinge@unam.na) with Health worker retention paper in the subject line. Feedback will be provided to applicants by November 10 2006.
