A South African primary health care specialist with an MPH or
equivalent graduate training; at least 5 years of experience involving PHC
programs in South Africa; skills in finance management, data analysis (computer
literate), and report writing; convincing interpersonal & communication
skills.
The Program Manager :

shares management responsibility of Abaqulusi Child
Survival Program (ACSP) finances and budgeting with the Program Advisor; is
a co-signatory on the ACSP bank account, and in this capacity represents
SAWSO with respect to the appropriateness of proposed expenditures and the
categories of funds allocated for expenses under the ACSP budget; with the
Program Advisor, is responsible for maintaining regular communications with
the Salvation Army/Southern Africa Territory and Projects Administrator
based in Johannesburg.

shares responsibility with the Program Advisor in hiring
staff and consultants, developing scopes of work and contracts, managing
service delivery and fulfilling SAWSO, USAID and other donor reporting
requirements;

provides regular supervision to field staff so that all
ACSP components are guided toward attaining program objectives;
- coordinates with Program Advisor and ACSP field staff in the collection of
data on interventions; regularly provides computer data analysis to program
staff members, the Provincial and District Departments of Health and SAWSO
Headquarters; in collaboration with the Program Advisor, develops monitoring
systems for assessment of ACSP interventions and strategies;

works with Program Advisor, staff and consultants in all
aspects of curriculum development and training;

assumes responsibility for all aspects of program
planning, implementation and evaluation during the third year of Child
Survival Program implementation.
