Assessing public health and general management competencies of health facility managers (CDC – FM competencies study)

DESCRIPTION:
The project forms part of the Innovations projects (CDC funded). The HSR is directly accountable to the Health System Strengthening lead at CDC for this study. The aim is the study is to assess the general and public health competencies of Primary Health care (PHC) facility managers within the district health system in South Africa. The study will conducted in HST’s SA SURE supported districts.
OBJECTIVES:
  • To refine the competency assessment tools 
  • To develop an electronic competency assessment format
  • To scale up testing of competencies of managers within the SA SURE districts
  • To ensure that the work generated from these assessments inform the development of a curriculum for capacity building of facility and other sub-district level managers
PROGRESS TO DATE:
  • The assessment tools were refined through a number of internal and external review processes. Work sessions with the project  team held in September 2014 to consolidate all comments from various reviewers and to come up with final draft tools
  • The draft tools were piloted in four districts (Sekhukhune, Mopani, Vhembe and Capricorn) in Limpopo during the second and third week October 2014.  A total of 349 managers completed the assessments. At least eight focus group discussions were held within the four districts.
  • All quantitative data collected was captured on an Excel spreadsheet during November and December 2014 and January 2015. Qualitative data was transcribed during December 2014 and analysis plan has been drafted.
  • HST sourced a service provider to develop an electronic database to replace the current paper based format of completing assessment tools. The first stage of the database is completed and has been assessed by the project team. Comments to improve the functionality of the database were communicated with the service provider in January 2015
PLANNED ACTIVITIES FOR THE NEXT UPDATE
  • Finalisation of pilot data analysis and modification of the assessment tools based on the findings
  • Finalise the electronic database and upload competency assessment tools  
  • Make arrangements to upscale competency assessments at a selected SA SURE district
