Implementation of HIV Counselling and Testing Services (VCT II Project)

Project description

KfW/ German Financial Cooperation, through the Development Bank of Southern Africa (DBSA), funds the VCT II programme (VCT Phase II private component) for the implementation of HIV testing and counselling (HTC) services by private service providers in the Limpopo (LP) and Northern Cape (NC) Provinces.

The three-year programme, ending in October 2017, is delivered through the implementation of an HTC franchise model – branded as the ‘Power of Knowing’ – to promote formal collaboration among public, private and non-governmental sectors, in order to increase the HIV testing and counselling coverage in the two provinces.

To achieve this goal, the model is used as the service modality for facilitating continuous training and quality control for all service providers who join the franchise network.

The key project outcomes are:

  • an increase in the number of people tested and counselled in the two provinces by 20% over the three years;
  • the percentage of male clients tested increased by 35% during the three years;
  • improved attitude, knowledge and risk behaviour among the target population;
  • strengthening of the relationship between the public and private sectors in the field of HIV prevention, and referral for treatment.

  • To involve the private sector in the provision of HTC services through the implementation of an ‘HTC franchise model’

  • To ensure continuous training and quality control for all participating healthcare providers

  • To create consumer demand for HTC through marketing and provision of technical support to HTC franchises
