of key messages
- Developing staffing norms and standards for the delivery of ART and
assessing human resource needs, the revision of training curricula, lay
counsellors, and public-private partnership issues
- Developing a research agenda to support the programme - Research agenda
to include not only clinical studies focusing on treatment outcomes, but
also health systems research and community-based studies
- Developing a detailed five-year programme budget and an estimated
ten-year budget to implement the treatment programme - the importance of
equity and financial considerations
- HST notes that the development of an Operational Plan for ART to

an end in itself, and that the real challenge lies in the implementation
of the plan itself
- To this end, the HST commits itself to continue working in partnership
with the Department of Health at National, Provincial and District levels, as well as with all other key stakeholders
